James, the guy who controls the review process is Ioannis Argyros. His e-mail address is ioannisa@cameron.edu. Perhaps you can get more definitive information from him?

Dear James,
If you wish to publish your discovery, then you must write a paper in a standard format (latex etc.) and submit it to a mathematical journal with a cover letter that says:
"Please consider the following paper for publication in (journal x)."
Submission can now be done electronically.
You can also post a version of your paper on a standard preprint server such as the arXiv (www.arXiv.org).
sincerely yours,
jeff l.

Dear Dr. Argyros:
Sorry to bother but I'd like to verify that my paper "Advanced Polynomial Factorization" is still being reviewed or is slated to be reviewed and you
were given as a contact.

Dear Mr Harris hi,
According to the deadlines given both reviewers must report by late May or earlier.Sometimes though the reports may come even later than May.We will let you know as soon as we hear from them.

Hi Professor Argyros,
Thank you for your reply, sir. I'm an independent researcher and am myself
not a professor so I'm not sure about how long it should take.
Is there any chance you could give me an idea of how long it will take?
Sorry to bother but I hope you understand my curiousity. I'm unfortunately
somewhat anxious here, but I can't deny the emotion, so I thought I'd ask.

Just some emails for you to consider. I have refrained from doing this before but the gravity of the situation demands that you get more information.
